BRIEF HISTORY
Central Ilocos Sur District Hospital is a 50-bed secondary hospital situated at Barangay Paratong, Narvacan, Ilocos Sur. It was created in 1972 by virtue of R.A. 3777 authored by then Congressman Pablo Sanidad and formerly known as Central Ilocos Sur Emergency Hospital (CISEH). It was more of an extension of the Sta. Lucia District Hospital (SLDH) as its funds were derived from the latter and whom the Chief of Hospital of the SLDH was also the Officer-In-Charge of CISEH. R.A. 3777 was amended in 1974 by R.A. 6580 AUTHORED BY THEN Congressman Lucas V. Cauton and later became known as Jacob Laya Memorial Hospital (JLMH) named after the donor of the land and building situated at Barangay Sta. Lucia, Narvacan, Ilocos Sur. Due to some reasons not available on record, the Deed of Donation was rescinded that paved the way for the hospital to relocate to its present place and was renamed Central Ilocos Sur District Hospital (CISDH) by virtue of Batas Pambansa Blg. 29 approved on April 20, 1979 deriving its funds and other resources from the national government as a single operating unit under the Department of Health (DOH). In January 1993, by virtue of R.A. 7160, health services were devolved to the local government. CISDH, including all its assets, liabilities and even personal because it became an agency under the direct control and supervision of the provincial government of Ilocos Sur.
HEALTH STATUS
CISDH has seven (7) municipalities in its catchment area, namely: Santa, Narvacan, Nagbukel, Sta. Maria, Burgos, San Esteban and Santiago with a total population of 118,578. The health status of the District can be gauged from the following statistics:

Working against these health problems are the following: a) 50-bed secondary hospital; b) 3 private clinics/hospitals; c) 7 RHU’s with a total of 53 manpower complement, and 23 barangay health stations manned by 25 rural health midwives and 630 accredited barangay health workers.
AGENCY PROFILE
Occupancy rate has been constant at 60%-65% for the past five (5) years or an average of 30 to 33 patients per day; while OPD consultations has an average of 55 patients per day. The hospital has a total of 70 personnel to work for the above statistics broken down as follows:
